A new penbrush is hard,not soft.If you like to use it,you need to "open it"first.
With some of water(normal temperture is fine,not so hot or cold),
put the new penbrush in,
useing your fingers to give lots of pressure on the feather,
and turn the penbrush around all the time,
till the feather becoming very soft,
no hard anywhere.
After that,
you could enjoy your new penbrush to do anything you like to do it.^_^
